The NIST AI Risk Management Framework (AI RMF) is a voluntary framework developed by the U.S. National Institute of Standards and Technology to help organizations identify, assess, manage, and communicate AI‑related risks.
First released in January 2023 after extensive public consultation, the AI RMF was created in response to growing concern from governments, industry, and civil society that AI systems were being deployed faster than organizations could reliably govern them. Rather than focusing on specific technologies, NIST intentionally framed the RMF around outcomes and principles that could endure as AI capabilities evolve.
At its core, the framework is organized around four functions:

NIST AI RMF was deliberately designed to be flexible, sector-agnostic, and adaptable. That is one of its strengths.
Rather than prescribing controls, roles, or workflows, the framework establishes outcomes and principles that organizations can interpret based on their context, risk tolerance, and maturity.

Without Human Risk Management, frameworks risk becoming policy-heavy and behavior-light. Without security leadership, human risk lacks structure, prioritization, and enforcement.
Effective implementation requires collaboration — not because of organizational politics, but because AI risk emerges at the intersection of systems and people.
